Mark A. O'Neal, President

Mark O'Neal is one of the most respected professionals in the landman business and has a 30 year track record of success in the industry.  He is a Certified Professional Landman and is an expert in all phases of land work including negotiating fees for acquisition of property, oil and gas leases, rights-of-way agreements, settlements for damage and farmout agreements. He is experienced in the preparation of abstracts of title, mineral histories, title research, lease checks, state lands research, conservation research, title curative and environmental site assessment.

Mark is professionally active.  He is currently Chairman of the membership committee of the American Association of Professional Landmen and has served on the organization’s Board of Directors.  Mark was also a charter member and the first President of the Baton Rouge Association of Professional Landmen. He was honored as Outstanding Landman of the Year in 1991.  Mark is a graduate of Louisiana State University in Baton Rouge. 

Bill Williams, Chief Associate

Bill is a Registered Professional Landman with 24 years of experience in landman services.  Bill is a senior manager of the firm with broad management responsibilities of brokers, lease acquisition, title and state lands research, abstract preparation, surface and right-of-way acquisitions, title curatives and landowner relations. As a third generation member of the oil and gas industry, Bill has an extensive working knowledge of field operations and the oil and gas business.  Bill brings to MAO’s clients the in-depth experience of large and small projects including everything from urban town lot plays, trend buys, and 3-D seismic acquisition, to drill site location and marsh pipeline settlements.  He also has “hands-on” experience in settling damages on oyster leases.  Bill’s academic credentials include degrees in History and Petroleum Land Management from Louisiana State University in Baton Rouge.

Emily C. Bowers, Key Associate

Emily is a Notary Public and Registered Professional Landman with 30 years of experience in land work.  Emily is experienced in all aspects of field land work including abstracting, lease acquisition and title curative.  She has specialized in mineral histories as well as production and well reports.  She is a highly qualified expert in all information offered by the Louisiana Office of Conservation, the Louisiana Office of Mineral Resources and the Louisiana State Land Office.  Emily advises and assists team members on all projects which require these resources.  Emily has a Business Administration degree from Louisiana State University.

Helen Hoffpauir, Director of Federal and State Permitting

Helen is a Certified Professional Landman, and served as Land Manager for the Coastal Restoration Division of the Louisiana Department of Natural Resources for over 13 years prior to joining our team.  Helen has a varied background of land work, beginning her career in Houston in 1978 with Getty Oil Company as a land/geological/geophysical draftsman and technician.  In addition to her land leasing skills, Helen brings to the company many years of supervision and management experience and organizational systems development.  She has degrees from the University of Southwestern Louisiana and the University of Houston.

Marcella R. Fink, Attorney and Abstract Manager

Marcella is a member of AAPL and the Louisiana State Bar Association.  She holds Bachelor of Arts and Juris Doctorate degrees from Louisiana State University in Baton Rouge and a Master of Laws from the University of Houston.  She keeps the professionals at the firm updated on state and federal regulatory rulings as they impact the oil and gas leasing industry.  She also brings legal expertise to the review of title packages.  Marcella manages abstract statuses and coordinates the flow of information from the field to the technology and mapping experts at MAO.

William O’Neal, Area Manager

William O’Neal is a graduate of Louisiana State University, a Registered Professional Landman and an active member of the American Association of Professional Landmen and the ARK-LA-TEX Association of Professional Landmen. He has experience in a wide array of land service work including: Surface Operations in East Texas and the Gulf Coast, Lease Acquisition Plays in North and South Louisiana, East, West and South Texas, Southern Arkansas and the four corners region of Colorado and New Mexico.  Will has also been a Project Manager for the Haynesville Shale Area and for all Title Curative Operations. 
Belinda Fife, Office Manager

Belinda brings five years of managerial experience, a business degree, financial expertise and an in-depth knowledge of the land leasing business to the Office Manager position of Mark A. O’Neal & Associates.  Belinda is responsible for all aspects of bonuses paid to landowners and stays in constant contact with the brokers and clients to ensure prompt and accurate payments.  She also works closely with clients to facilitate the accurate and timely transfer of leases from the point of signature to assignment to the client.  In addition, she monitors the information flow from the field to the office, keeps multiple databases current and maintains multiple spreadsheets so that data is correct and accessible.
Elizabeth Williams, Information Manager

Elizabeth attended Florida State prior to her years of courthouse experience, which has included everything from lease checks to researching and preparing detailed title certificates and patent abstracts. She conducts research in the Office of Mineral Resources and Department of Natural Resources for State Lease Abstracts and Mineral Histories.  As Information Manager for all the leasing prospects, she handles lease analysis, title examination, preparation and review of documents for recordation and managing the data used to create maps. She also creates and maintains WI/NRI spreadsheets and prepares Expressions of Interest for Bureau of Land Management Eastern States Federal Lease Sales.
Eric Cascio, Director of Mapping Technology

Eric graduated with a Bachelor of Science degree in Geography, from Louisiana State University, with an emphasis in GIS, Remote Sensing, and Climatology. He has over nine professional years of experience in GIS database development and maintenance. Prior to working for Mark A. O'Neal and Associates, he was a Senior Consultant, Project Manager, and GIS Coordinator for the W.D. Shock Co., Inc., where he assisted in the completion of the Land Acquisition and Noise Reduction Part 150 programs, developed the GIS, and produced countless maps used to tract the program to the FAA and local Airport Authorities in Baton Rouge and Shreveport.  At Mark A. O'Neal and Associates, Inc., he is not only responsible for generating prospect maps for our clients, but also has experience in the field as a Landman where his daily duties included lease acquisition, title research, and maintaining land owner relations.
Marlene Everett, Abstract Team Leader

Marlene is the abstract manager in the field for Mark A. O’Neal & Associates for projects in south Louisiana. Marlene has 20 years of experience in oil and gas abstracting, right-of-way title and lease acquisition work. She manages and organizes field crews as well as compiling and analyzing documents in the final preparation of the firm’s abstracts.   As an associate of the firm for eight years, she brings experience and oversight to complicated mineral title projects and the in-depth knowledge she has gained in working on project coordination with the US Corps of Engineers and local Levee Districts.  Marlene is a graduate of Loyola of New Orleans and a licensed real estate broker.
Danielle Louviere, Abstract Team Leader

Danielle holds a Bachelor of Arts degree from Louisiana State University and a Master of Arts from the University of New Orleans where she graduated with honors.  She has previously worked as a paralegal for a top-rated law firm in New Orleans and worked as a Congressional intern for Representative Chris John in his Washington D.C. office.  She has worked for Mark A. O’Neal and Associates since 2004.  As an Abstract Team Leader, she manages a wide range of projects and specializes in “deep rights” analysis.
Caitlin O’Sullivan, Executive Assistant to the President

Caitlin manages front line communications at Mark A. O’Neal & Associates. She has a bachelor’s degree in Journalism from the University of Houston.  Her responsibilities include updating databases and monitoring reports, incoming leases and abstracts.  She also does final proofing and fact checking on client reports and monitors the document flow over MAO’s multi-state operations.
